I'm voting for Pyandonia, Thras or Akavir..
One of my big problems with the TES system is that it's fundamentally an exploration game, most of the real fun is derived not from completing the asinine stories or build-by-the-numbers quests, but going off the beaten track and finding interesting stuff. Setting the game in Akavir could make that a core part of the game, instead of senseless dicking around to find another village populated by the same three voice actors.
Think about it, you're part of an expedition to a mysterious continent, the only other Tamrielic people are going to be the expedition you came with and other treasure hunters who show up in search of glory. They might build a little frontier town a la Jamestown, but for the most part it should just be a you, a big wilderness, potentially hostile natives who you'll have to work to befriend and a relatively small (in Elder Scrolls terms) cast of persistent NPCs.
Of course, ultimately you would have to uncover something big, but it would be nice if even that were incorporated into the exploration dynamic, rather than simply having a big flashing spot saying 'go here'.

Ikea. Massive landscape, you get a map when you start, there's stuff that may or may not be food and free coffee refills (fuck, yeah). Also, the game would have a built-in crafting system. Ha!
You can forget about fast travel, though.
