The trouble that I see is that it could be difficult for bioware to give them significant roles in the game, as party members or such. Anybody who didnt cheat and look it up on the internet had at least one person die, and giving that person a major role will create kind of a hole for people who killed them off. theyll have to come up with at least a replacement character.
This is what I see if nobody died, and assuming nobody is in your party:
Also, for those of you who dont know or forgot: Thane is dead. He was diseased, remember? Dying. Hes done. I think that zaeed, as a mercenary, would also probably be gone, having been just a mercenary.
The people who definitely return are: Garrus, Tali, Jack, Jacob, and miranda, because they were the love interests and I think Bioware has already said that if you had a different interest in ME1, then a choice will have to be made. So they will have at least one significant role. Not all of them, just whichever one you picked.
Legion and Tali will also return for the inevitable "Quarian or Geth" ally scenario.
Grunt will at least return alongside Wrex for the also inevitable Krogan Ally, and maybe Mordin alongside if there is conflict with the Salarians.
I see Garrus staying on as a party member, because he is already one of the most developed and important characters.
So thats what Ive got so far.
