I would serve under Picard because red shirt working conditions are upheld a little better by him, and he seems like a nicer fellow.
Picard would be a blast to work for. His character clearly has no idea how his own ship works or what he is supposed to be actually doing - he just lets Data and that guy with the shades do all the actual technical stuff whilst he quotes Shakespeare or discusses World history. Picard would be too incompetant an officer to realise I was goofing off the whole time. If he ever called me up on anything, could make up any shit about "the Radeon gigawarplex accelerator drive" and he'd just go, "errr...okay" and leave me alone, none-the-wiser.
