No. Destroying the whole internet because of assorted nasty content is like burning all literature because of Twilight or annihilating television because of cruddy direct-to-video films. It's overkill that causes more suffering of innocents than those who simply have the misfortune of running across such content.

Yeah I happen upon Goatse or some shit every now and then, but I can generally avoid shock sites, so no I wouldn't shut it down. Though if there was a way to just shut down 4chan and any other chan, I'd be all over that shit.

I remember a time where people knew their neighbours as friends, rather than ignore them entirely. Also you didn't have a shitload of "friends" that you'd never meet in real life.

Absolutely not, though thier are without question various bad, horrifying, disgusting things(trap sites, racist websites, spam, viruses, 4chan, and pop ups just to randomly name afew) out thier on the net. So much more good has come from it, it allows people to connect, unleash thier creativity and share the things that they at times painstakingly created with the world(this can be both a good and a bad thing). It allows people separated by many hundreds of miles to "meet" and interact through various mediums such as Facebook, Myspace, and to an extent Steam, PSN and Xboxlive(this also can be a double edged sword). As for me I couldn't imagine a world without the net because without it my interactions with 3 Xbox live friends and 1 facebook who are very dear to me would be impossible.

On certain sites and IRC channels, people tend to discuss this sort of "worst of the Internet" thing quite a bit. I've run into these discussions to a minor degree, though I don't take a role in looking for the worst the Web has to offer.

Google the word JAMA. There are people using the internet for what it was intended and that use is more important and valuable than anything you clearly think it is. The spread of information is too important to destroy it just because you can't avoid going to "dick nipple shitting" or whatever. Here's an idea you can have for free: don't push your ideals on other people by destroying the internet. Just stop going to the internet all together!
