What would your reaction be if a random stranger (that isn't creepy or anything theyre just some average guy or girl) walks up to you and offers you a hug.

if it happened to me i would probaly take it, i'd be nervous but i would hug them.

I've done it before, plenty of times. Most in one day was probably at a YouTube gathering, those fuckers love to hug :')
I also once hugged a stoner at Leeds fest. after I gave him a lighter.
