I guess I need some explanation of how a functional game can be bad. I have played games where I didn't like the story or the characters. Yet, the game was functional. One example of what I am talking about is Bulletstorm.

Well, Godus is functional. And I can't help but point out that Mass Effect 3 is also functional. Both of these games have been slammed despite that. Especially ME3.

Sure, you can say that some people either didn't mind them or even liked them yet the point here is that just because a game works doesn't mean people can't consider it bad.

Besides, Bulletstorm wasn't even that bad - the story was just sort of bland and shoved in your face. There was a dissonance between how cutscenes were trying to do some sort of serious story and how the rest of the game was not serious at all. It was like trying to shove a down to earth plot into Borderlands that only shows up once in a while. So, while I won't call that good I think it's a far cry from being a bad game. Just sort of meandering and average when it comes to story but a decent shooter beyond that.

I don't know why it's a distinction between the two.
One doesn't have bugs but is boring to play, the other isn't, but is buggy. What's so hard to get about those two?

Considering how much I loved Vampire the Masquerade bloodlines even before I got the incredible fan patch?

Good but glitchy wins the day all day every day.

If a game is terrible but functional, it's still terrible and if that's the case why the hell am I even playing it to begin with?

If it's a terrible game, why would I want to play it? Why would anyone? I'm not going to waste time on a game simply because it meets the minimum bare requirements of being functional.

Why would anyone pick the first option?

Anyway, I enjoy Bethesda games, so that should give you a good idea of what my answer is.

Inb4 "so you like games that are terrible AND buggy hahaha hooo hoo hoo."

So, Call of Duty or Alpha Protocol? Alpha Protocol, without a doubt. Some of my most memorable moments in gaming come from those glitches...

A Good game IS a functional game. If your game is buggy and unplayable then it is not good. Gameplay always comes FIRST. Everything else has to be built around gameplay. If you dont like that go and make a movie or write a book.

Been there, done that. I can't number how many very functional games I've said, "meh" to and stopped playing.

Fallout 3 on PS3? Crashed more than cars in 50 years of indy racing. But I was glued to it. Played non-stop for about 150 hours. Fantastic game and I have many great memories of the experience. One of the best ever.

Of course, I'd prefer to play a full on gem like Arkham City or Uncharted 2.

In a "terrible" game, there's nothing redeeming about it.
In a good-but-broken game, there's at least enough worthwhile for it to be "good"

Thanks to bundles, et al. I have enough "bland yet functional" (not even terrible) games in my Steam account than I'll ever be able to play... I'd definitely play something good over those, even if it's buggy.

Bugs can be fixed, a run of the middle by the books game not so much unless there's a drastic overhaul.

Another thing worth mentioning is that glitches aren't always a bad thing.
Sometimes they're outright hilarious, and I have fond memories of some. Such as random giant players in FIFA, bouncing carts in Red Dead Redemption, and corpses that keep flailing around or fall from sky in Skyrim.

So yeah, I don't really mind bugs and glitches much. As long as it's not so bad that the game actually fails to start, or randomly corrupts or deletes savefiles...

I voted for the bugless option because glitchy games really, really turn me off. If it doesn't work well, I probably won't have the patience to finish it anyway.

But I'd really rather just not play.
