Here's the thing, would you care to be God Emperor of the world but after two years you'd be publicly executed (painfully and slowly).
But for those two years you could do anything you wanted, except exempt yourself from execution and abolish the system.

No, sure I should cherish the moment of that time but it will be more like a countdown to my death especially when you mention it will be slow and painful.

I imagine it would get boring real fast. If you can do whatever you want whenever you want, what's the point of living? You now have nothing you could work towards, except maybe finding a loophole to keep yourself alive...

And if there is no loophole, you have the added misfortune of dying after two years.

It would be tempting for me. I'd use my power solely to take billions upon billions upon billions or even trillions of dollars and pump it directly into scientific research. If I can speed up science in any way, my death and torture is a small price to pay.

The only problem is that the next guy who comes in might undo all my work, or after I'm dead there's no guarantee that the funding would continue.

If I could pass a law that states that at least 25% of GDP must go towards scientific research for the next 50 years, even after I'm dead, then I'd do it. I'd also then find a way to kill myself quickly after the two years are up.
