Whether that's as unlockables or rewards or whatever, if you've got it ready when you're done with the game then it should be on the disc because when I pay that much money, I'm expecting the complete experience, not most of the experience with an extra price tag on the rest of the bits.
Now, DLC that's released 3 months down the line, I have no problem with.

What they did in TF2 with the store is the exact same thing. I don't care when it came out (I know that it wasn't there at day one) but if you don't have a problem with what happened with TF2 why would you have a problem with this? Look at modern phones, you can buy all sorts of extra headsets, extra memory, other covers, hell; even ringtones.
When I buy a phone, I don't expect to get all the bluetooth products with it. I don't see why I should get the biggest memory card with it for free.
