Could it be that you misunderstand when a game is finished? Please, please, PLEASE don't think any game developer has their games printed a right before they hit stores or any distribution outlet. Debugging the final build, among other tasks, takes somewhere around 8-12 weeks to complete (Casey Hudson, back me up [http://www.destructoid.com/bioware-s-casey-hudson-rationalizes-day-one-dlc-168047.phtml]) What developers have come to do in between that time is make extra content available for DLC.
So I would not say your game is incomplete (as far as cosmetic extra content goes; story based DLC I find shifty); with the marvelous advent of the internet, developers can continue to "improve" current games (ok, just add more junk). I miss the days of unlockables as well, but something to consider is that the amount of games to select from these days, including what I already own is HUGE, and always growing. I'm rather fine with the experiences from the variety of games I get to play, without bitching over extra shit offered over the internet. Me buying DLC expresses love for a game/developer. It's not a grudge.
And if you're still convinced that your Portal 2 is incomplete, you're free to wait until the price becomes incomplete as well. Hell, with the extra savings, you could get some DLC with it adding up to $60! Game customization!
