ok now i know i had these issues and so do a fair number of people that they cant even to get it to start since the update
now i found a post that recomended using the old 1.1 tsev file and playing offline i tryed this and it didnt work so i removed the modified file and told steam to verifiy the game cache to replace the tsev file and and guess what it now works
i think in my case at least the pacth broke my lurcher and the tesv file so when steam installed new ones that work with the patch
now i dont know any of this for sure but its fixed mine and it is now running smooth on the new pacth
