No, that's not how pre-ordering works. Maybe there's some special deal wherever you got it from, but I doubt it.

Sometimes if you pre order online, and the postal service works fast, you can get your game a day early as the sender tries to make sure you have it for release day.

Pre-ordering just means that you get a copy reserved for you so that you can pick it up on day one without worrying about the retailer running out. You don't get it early, unless the retailer is an asshole and breaks the street date (which will make the publisher very cross with them).
I got New Vegas a day before release in Australia from GAME. Not sure if they broke the embargo or if they had some deal or something. I just called them and asked if they were available for pick up yet and I was told yes so... whatevs.

Yeah, game tends to deliver the day before release, in england anyway, every game me and my mates have ordered from them online has turned up a day early

Maybe you will, maybe you won't. Assuming you ordered it online, they will send the game out to you a few days before it is released. This means that it SHOULD arrive on release day but it may arrive the day before if you're lucky. I have had games come early from GAME before but not always.

That's if you preorder at a store. If you order it online then it's different.

Game vendors who sell a game a day early can be severely punished, but they DO give it out at midnight, so you can start playing a game at the possible earliest time. The only exception to this I guess is in relation to time zone differences, meaning a friend on the west coast will play a game a long time before his friend on the east coast gets to.

That's only because if they deliver a day early they are heroes, while if it is a day late they are worse than Hitler. They send it in the post as early as they can just in case something happens and it gets laid over for a day (so then it is still on time). That's why the public works guys always add an hour onto their expected completion time.

I didn't say it wasn't but you are quite right nonetheless.
