PvE has like 2 tweaks which, while cool, aren't exactly huge.
PvP is still PvP, nothing new.
The new questing system, while cool, is still grinding.
Exploration is still exploration.
And social is still social.
Again, nice tweaks, nothing groundbreaking, thus a step sideways.

You're only doing the quests "over and over" if you're playing it wrong. It's always an option to come back to a quest, but if you get bored, you can choose instead to go have a fight in a bar, explore the world, see how many high-level enemies you can take on at once before going down, or go try to see how much a difference you can make in the massive world-vs.-world conflicts. Grind is exactly what it is, you'll be doing quests over and over with the ability to either kill the boars, pick the plants, or kill the boars and pick the plants! Oh jesus that is so damn grindy I think I hear rave music.
