If they're longer than 5 metres, they have to be REALLY good quality to carry the signal properly. Other than that, they can be as long as they want to.
The length of the HDMI cable doesn't matter very much, as long as it's not too long, and that it carries the signal properly. I had an issue with a cable where the picture kept dropping out. Had it replaced under warranty, no more problems.
The power cord can be as long as you desire, so long as it isn't broken or damaged anywhere. I suppose more than 50 metres is going to be overly long and rather inconvenient, unless you use your PS3 in a shed outside your house. Nothing wrong with that, obviously.

EDIT: Also, the PS3 (and the X360 for that matter) isn't delivered with an HDMI cable, but I'm sure you already knew that.
