1) Reinstall.
2) Cut / Copy and Paste
3) Download a new version of the executable file from the internet and paste that instead
4) Next time you want to make an icon, simply find the executable, right click, go to 'send to', and choose desktop. It will make an icon there for you (Windows XP).
5) Is the executable file or the folder in question 'read only'? This may effect being able to write new data. But I could be wrong.
There should be no real reason as to why you can't move the file back. Are you able to give more information? After right clicking the executable on the desktop and copy/cut (or ctrl+C) does it still have the 'paste' option greyed out? Try copying the executable to your hard drive somewhere and then running the computer in 'Safe mode'. To run Safe mode, keep pressing F8 as your computer is starting up. Safe mode is a bare bones version of your operating system that doesn't run any extra dlls (dlls that could be interfering with the copying process). It may allow you to copy it. Run a full system virus scan if that doesn't work. If problems persist and you have tried all of the above advice then there is truly something wrong.
But I bet ANY amount of money, that it will be something very simple that we may have just overlooked. To ERR is human and we are happy to help.

EDIT: I may have misread, to which I would say that the next response would be correct. If you have dragged it out of the GAME folder then you will need to copy and paste it back. If you have dragged it out of the START MENU folder then there are a couple of things you can do:
1) Drag and drop as is suggested below.
2) My Computer > C: > Documents and Settings > *User name* > Start Menu > Programs > ___
You then search for the program folder and 'paste' it back in there. Alternatively you could search for the folder in question in the other USER profile folders such as 'All Users' or 'Administrator'.
