I want to know if its an action-RPG game or more of a horror game, being that there are mutants and ghouls...also this might seem like a stupid question but whats the difference between Zombies and Ghouls?

It's definitely more of an action-RPG game. Sure, there are some creepy situations you have to go into, but the majority of the game is more of the epic Oblivion feel.

No way that Fallout 3 can be considered a horror game. It lacks the creepy atmosphere necessary to a horror game. Still a great game though.

Action RPG, and I don't think there's much of a difference other than the name. I believe the guy who runs the radio station that you do a quest for even calls them zombies at one point or another.

It's horror when you're playing at three in the morning, decide on a whim to go into the Dunwich (sp?) building, and go through it all. Other than that it's really an action RPG. In a perfect world it's both.

It's not a horror game. There might be some places with creepy atmosphere, but there's no scripted events that are meant to startle you. There's gore, but it's more like Rambo gore than Saw gore.

It's an RPG that plays like a FPS.

There's no zombies in the game.

The ghouls this game aren't undead as they are in fantasy genres. They're humans whose bodies have reacted strangely to radiation, causing their bodies to rot while they continue living. There's also "feral ghouls" who are ghouls that have lost their mind and their humanity. Feral ghouls are unintelligent and just attack any humans they see on sight.

Zombies are mindless undead, Ghouls are people would have be heavily irradiated. Ghouls can be completely normal, rational people, or can turn 'feral' and pretty much turn into your classic zombie. Also, unlike zombies, ghouls can be killed by things other then a shot to the head.
Zombies also have reduced flexabilty and they cant run (Thank you left 4 dead for forgetting that zombies are rotting and have very little Muscles that still work they sort of have rig setting in on them) Ghouls can still run and have most of there body parts hanging onto them.
But this is all very off topic-ish

Unless they are so old their body rots from inside. Including the brain.

Also, ghouls live very long. There are some that are over 120 years old.

Ghouls are people who've been over-irradiated and are physically deformed while Zombies run up and bite your nipples off.

It's my guess the zombies are Ghouls who're so irradiated they've lost all their mental complicity to think for themselves outside of primal instincts like food and shelter, my guidelines for zombies behavior obviously derived by the Resident Evil games.

They didn't forget... they play tested original Romero-esque zombies but found the game boring so decided to go with rage enduced 28 Days Later zombies instead. The commentary play through on the disck explains it all.

Fallout 3 is definitely not a survival horror game but you can easily turn it into one.

First you have to get the crappiest guns in the game like the Chinese Pistol, then you have to fill your pockets with so much crap that your character is overencumbered.
Then you have to wind a rubber band around your right analog stick so you can't turn around too quickly.
Now that you've properly sandbagged your character, just find the creepy places (Dunwich Building is good; was I the only one who was severely creeped out by Gary's vault?)and walk around with your Pip Boy Light on and the background music really loud.
