Do peripherals from other countries work here?, there's this Japanese controller I was thinking of getting.

That's not a lot to go on. I think you need to give us a little more info than that, like which peripheral and for which system.

It's useable on PS3, PS4, and PC as a DirectInput controller (or with BetterDS3, if you so desire). Admittedly, it's a little over the MSRP, but, as it's officially out of print here, most people sell it for 300-400 (and the closest alternative is this Madcatz one coming in late January that costs $200).

As far as I'm aware of the official PS4 peripherals are not region locked. I'm not sure if the same also applies to third party peripherals, but I have no reason to believe so.

Most PS3 controllers won't work on PS4, as Sony is now demanding any controllers have a specific type of security chip before they work. That's apparently the reason why the Dualshock 3 and third-party controllers like the Logitech G27 wheel are not supported, and also why there aren't any cheaper Dualshock4 clones on the market yet.
The PS Move does have this chip so it works on both.

As for region locking, to the best of my knowledge the WiiU is the only console which does region locking on controllers (and even there you can use it, just not update its system software).
