well exploding or not it will always be a one hit kill, except I expect exploding has splash damage, so I don't really see a problem that it always has an exploding tip.

Sup, played the game. In multiplayer it's only exploding, in zombies and campaign it can be non-exploding.

Just use the ballistic knife if you want stealth.
