I want to download Broken Steel, and I know I can continue past the ending with it. My question is, do I need to download it before finishing, or can I use it to continue after I finish the main game?

First, you need Charon, Fawkes, or Sergeant DL-6 (or whatever), otherwise the quest will end as usual.
It should work anytime before you activate the purifier, preferably install it before starting Take It Back! If it's past that point, and I mean you finished the game, it probably will work, but I'm not so sure.

Broken Steel kicks in as you finish the game as far as I'm aware. So if you have already completed the main game before installing the DLC then you will need to load up a save game and redo the final quest to start Broken Steel. But as long as you save it before activating the purifier the DLC should work without having to do too much work. But save before starting Take it back! just in case.
Also if you haven't already bought any DLC packs you would be better off buying a copy of the Game of the year edition instead of getting the DLC seperately as it works out cheaper.

I hope they give us a DLC for New Vegas that lets us play on. I hated not being able to continue after the end.
