Ok, for Mass Effect, there something like 15 achievements for using skills such as throw, sabotage, overload, etc. Does your Shep need to be able to use the skills to get the achievements or could you get them by telling your teammates to use the skills?

You need to use them. However, with a few exceptions like AI hacking, you can just spam them at walls and still get it.

Your Shepard specifically needs to use the skill. After you unlock the achievement you then can select the skill to be usable for any future characters regardless of class.

Yeah, you need to use them yourself. Also a quick tip: for all of the biotic achievements they can be used on the citadel rapid transit terminals and they count. I got them all while doing homework, not even watching the screen. If your trying to complete the game 100%, good luck, its a long road ahead.

This is all that needs to be said. I didn't get them all (got interested in another game) but the vanguard ones can all be spammed no problem. Using biotics a LOT can get you them as well if you just spam them against foes with your allies ordered elsewhere. The most annoying one is the medi-gel one: I have to LET the enemies hit me enough to hurt me, something that grinds against me to the core.
