Quick Mass Effect question

So I just started playing Mass Effect a week or so ago and while I love the game, I found something that confused me. While I was walking around the Citadel, I met my biggest fan. He seemed harmless enough and even managed to get an autograph out of me. However, for some reason I have a quest for him now. I didn't know where else to ask about this, so WTF?

You just have to go back to the place you met him a bunch of times and talk to him. Apparently the way you treat him will be one of the decisions that carries over into ME2, but I have no idea how or why.

Just come back to the citadel every now and again and you'll have other chances to talk to him. What you say apparently has an effect on Mass Effect 2 so keep that in mind.

Return to that point after each story mission (Feros, Noveria, Virmire) and you will trigger a new cutscene with him.

Eventually Shephard just tells him to piss off.

The reprocussions of his fate will probably be made painfully clear in ME2.

Edit: If you happen to have completed multiple story missions without talking to him, don't worry.. just go to another planet, land, then return to the citadel and talk to him and it will move his questline forward
