Quick Question on DLC and GamerTag

Hello Escapists,
I've had a 360 for years but I've never really messed around with XBL much aside from a 30 day trial so I'm a bit green in this area and have a quick question.
On my 360's HD I have my younger brother's Gamertag, which is tied to an active XBL Gold account that he uses all the time, and my Gamertag which is purely an offline one that has all my saves stored against it. I bought Mass Effect 2 ages ago, finished it and now want to buy all of the related DLC for it, including Arrival or whatever it's called. Now I could log onto XBL with my 360 using my brother's account (which he is fine with me using as long as I pay for the necessary Microsoft points), purchase the DLC and download it; however I'm concerned that the DLC will then be "tied" to his Gamertag, meaning that when I fire up ME2 with my profile/Gamertag it won't be there.
So what I'd like to know is whether DLC is tied to a specific Gamertag? I know it is tied to the 360 itself but unsure about the user.

I could always use my brother's profile to play through Mass Effect and Mass Effect 2 and then download the DLC but I think my wife would file for divorce if I devoted that much time to gaming again. Maybe I just need to bite the bullet and make my offline profile and active XBL one.

If you use your brother's XBL account, you can still play the DLC using your own account. It was the same with me because my brother would buy DLC and I would play it using my profile. Now, we both had XBL, I'm not sure if that would make a difference, but I just wanted to let you know that.
