what was that one quote its like the russian thinks it belongs to every one, the chinaman thinks it belongs to the government ... i think it was from bioshock but i could be wrong..?

Anybody want to help me with this?

Should a man not be entitled to the sweat of his brow? No says the man in the man in Washington it belongs to the government, no says the man in Moscow it belongs to the poor, no says the man in the man in the Vatican it belongs to god! Something like that although I may have mixed up the order.

A Chinaman wasn't mentioned in Andrew Ryan's speech, I don't know where people are getting that from
I mean, just because Fontaine said he'd been one for six months after he had you kill Ryan doesn't mean Ryan said it
