As a person who grew up with the Gamecube, I never played the Ratchet Clank series. I now own a PS3, and would like to give those games a try. While I do also have a PS2, could I just jump in with the PS3 games? I'm on a budget, and would like to know so I can choose between that and Heavy Rain.

You could jump in with just the PS3 games, but you'll get a lot more stuff if you play the PS2 ones.

And honestly, all of them are great, I fully recommend all of them. Because they're awesome.

The choice between PS2 and PS3 installments ultimately depends on your tastes. These series are essentially a cross between a wacky cartoon and a space opera. First three installments veer towards "wacky cartoon", while PS3 ones are more like "space opera". Between the original trilogy and the Future trilogy is an odd one out, Deadlocked/Gladiator, which is disliked by many fans for a dark-n-edgy storyline and having very little platforming.

And oh. It's "Ratchet And Clank".

The best Ratchet and Clank game was the 3rd one (R&C: Up your Arsenal) IMHO

The PS3 ones are great but you are missing 4 fantastic games if you disregard the PS2 ones!

I would start with Up Your Arsenal just to see if you like the games (it's probably around $15 by now). If you like it, go ahead and get the Future Trilogy.

I would personally recommend the PS2 trilogy - Ratchet and Clank, Locked and Loaded and Up Your Arsenal - over the PS3 trilogy, seeing as the PS2 games, excluding Deadlocked, are chock full of good platforming, awesome action sequences and some hilarious scenes and dialogue, whereas I didn't quite get the same vibe from the PS3 games.

Still, its up to you and your taste. Either way, I heartily recommened any of them.
