I think it might be an interesting experiment. Besides, floating a city out on the water already gets a stamp of approval from me, for being a FLOATING CITY ON THE WATER. They're talking about entire sovereign nations out on the sea, though. Maybe, if this goes well, in a very long time. It gives people the freedom to completely start over, and build a society from scratch, which is pretty interesting actually. My main concern would be having limited restrictions on owning weapons, hopefully THAT will get changed. There's also getting the materials together for putting these things together, but finding people willing to invest in a floating apartment won't be an issue once it actually gets built.
Anyway, the bottom line is, I think this might be a fun thing to keep an eye on. I don't exactly see how this is a bad idea though, at least not at first glance.
