Don't listen to the poster below, if you do you will most likely be lost about certain parts. Major stuff from the first season of the new series (Eccleston's Doctor) resonates all the way into the 4th season. Besides, Eccleston was a very good Doctor(4th on my list of favorite Doctors).
The thing is though, Doctor Who is a show that isn't for a casual television show watcher. To deeply get the show and understand everything that happens in it, you need to watch all the new series, first season onward(2005- ), and watch as much of the old series (1963-1989, movie in 1996) as you can.
Personally, in general, I would never recommend not watching a season of a show if you are getting into it. If someone recommends a show to me, I watch it, beginning to end. Twice I've taken skip a certain season or episodes of show advice, and both times I've ended up confused or lost about something that happened, and when I watched said told skipped episodes, my questions were answered.
