Inside A Star-Filled Sky (recursive top-down nonviolent abstractish shooter)
Moonbase Alpha (aeiou)
Osmos (more le abstract)
RUSH (strange puzzle game)
Does Super Meat Boy count?
" " Matt Thorson games " "
World of Goo
Every puzzle game ever
Boxes (find this game and I love you forever, honestly, it's a masterpiece in an eternal abyss of unfindableness)
Knytt Stories (another masterpiece, albeit less underground)
Every racing game ever
Trackmania (because it deserves its own place on the list for sheer awesomeness)

There's some.

you don't have to kill anyone in postal.
If you exploit a few glitches in deus ex you can skip what passes for boss fights.

- Civilization IV //PC, Mac. Technically, you can go to war with other nations, but that's only a small aspect.
- Glider Pro //PC, Mac. A very simple game, but actually sort of significant historically in the development of Mac gaming.
- Uplink: Hacker Elite //I've only played the demo, but it's pretty cool.
- Sky Odyssey //PS2. If you got one, and you are open towards flight games, then Sky Odyssey is a pretty good bet, despite the N64 graphics.
- SSX 3 //PS2. Snowboarding, but trust me, it's pretty awesome.

Besides that, if you're into it, flight sims can be a fun challenge, but really only worth it if you have a joystick and throttle. X-Plane is a good bet for that.

Come to think of it, I have a lot of violent games.

Moonbase Alpha. It's a free astronaut simulator on steam, no violence whatsoever.

Lots of non-violent games out there.

Zeus: Master of Olympus is a great city-builder based on the Casar model, loads of fun, nice challenging missions, great game overall

The Sims (1,2 or 3) are actually fun games to play, despite the aura of emasculation hovering over them (and this comes from a guy who gets banned on most MW1 servers because he's unstoppable)

The Monkey Island series is GREAT if you feel like an adventure game

The Pokemon games are good despite the atrocious anime series, newer generations give you more stuff to do, but all are fun. (and I wouldn't classify them as violent, nothing dies, it's just competition)

Sim City 4 is pretty good if you're looking for a very different type of city builder, but Zeus is more fun overall.

Ballance (I spelled that right) is loads of fun, absolutely no conflict whatsoever and you can consider it action by your standards since it fits all 3 parameters

World of Goo is a nice puzzle-ish game

That's all on the top of my mind that's actually very fun to play, since I don't thing there's any point in mentioning games that fit the criteria, but just aren't worth it

Oh, any for those who mention "all racing games" - Carmaggedon. That is all.

Bubble Bobble. Instead of killing enemies you trap them in bubbles.
Except after you trap them in a bubble you jump on the bubble, which I guess sufficates the enemy (they turn blue) then they spiral to the ground and die, turning into delicious fruit you can eat.

Cutest little dragon critters ever though.

I'd say Sim City or Tropico 3 here
Damn. Ninja'd. I was gonna say Tropico 3. I just got it on sale from Steam. I haven't played it much but from what I've played it doesn't seem to include any sort of violence.

They are adorable.

And they don't die, they just... um... get teleported (by the bubbles) to an alternate dimension. Oh, and fruit happens. Nobody knows why.

Cogs and the Crazy Machines series are definitely not violent.

I'm not sure about the Portal games. violencec is at least explicitely hinted at there.

Pheonix Wright
Ghost Trick
Proffesor Layton
Flower
Puzzle Dimension
Iji (you can do a pacifist run and the story will change based on your acitons)
Audiosurf
Rush
Mirrors Edge
Digital - A love Story (more of an interactive story than a game)
Amnesia: The Dark Descent (haven't played, to scared, but you don't have any way of fighting)
Theif (1+2)
Fallout (pacifism is possible before #3)
Deus Ex

I would like to note that I have not played Ghost Trick or any of the games after Digital - A love story, the rest of the games I got from here:

Thief and Planescape CAN be non-violent. Higher difficulties in Thief actually don't let you kill anyone.

Penumbra: Black Plague and Amnesia... well, you're incapable of fighting back.

Myst is always good. So's Audiosurf. Minecraft's not exactly a slaughter-centric game.

Oh. Would you count, say, Europa Universalis? Sure, you invade countries and all, but it's
hardly what I'd call a violent game.

You know what? Just play this. Play this right now. Iji is an amazing game and, yes, you can shoot everyone in the face with a rocket-spraying shotgun. Or you can go completely pacifist, and change the plot, as well as protagonist, significantly. Incredibly well-written and emotional game, too.

I kinda want to point out that in a sense Tony Hawk is a violent game. From a certain perspective it's all about drunken morons trying and failing to kill themselves. I mean really, I think if you broke into a security station in Moskau, grinded (ground?) their rails and opened their gates, they'd shoot you. (I actually played a few Tony Hawk games)

Passage. Fucking Passage.

You could also play Recettear in pacifist mode, although I imagine it would be quite a bit harder.
