Oh and then there's this ridiculous thing called Eiken. It's the whole premise of the show, I think.
I never thought I would see Eiken in an anime recommendation thread. And I hope I never do so again.

For regular fanservice, I'm another who will raise my hand for Bakemonogatari and its various sequels. It's one of the few shows that I can say keeps fanservice tasteful on the whole, and serves as a means to intelligently contribute to a plot rather than just be a detriment to it (compared to say almost every beach filler episode ever). And boy does Shaft know how to draw, it has some of the best art I've seen in an anime, with a lot of interesting angles and edits courtesy of the amazing direction by Akiyuki Shinbo. If there was one show I could say that the fanservice is actually sexy, this would be it.

To change things up a bit, I shall also vote for Mirai Nikki, which offers a different kind of fanservice.

Well, I don't really RECOMMEND it, I wasted all my good recommendations in the first page. But hey, if someone's looking explicitly for fanservice...

Gantz. It definitely has fanservice.
I went to the library to see if you were right, and you definitely were, so I got the first eight books.

Thanks! I started watching the series when I read this, and I actually like it!
