I'm interested in getting the game, but I'd like to know ahead of time: do people still play it? I don't want to be fighting nothing but bots.

People do, there tends to be a very small handful of servers that are really popular and a whole ton of empty ones. Hope you don't live in Australia or somewhere else where pings to those servers will be high.

If you do get it, get the Darkest Hour mod for it (it's free off Steam) because slightly more people play that than the original.

Oh and be prepared for brutal difficulty and to die constantly.

Yeah, I find this game only fun with 30+ people on a server, but there are only about 7 servers on RO that are populated. It's also difficult at first. I remember when I first got it off of Steam that I played for about an hour without obtaining a kill.

Wait for the sequel that is coming soon. This year? You can start at the same time as others and the servers will be well populated. RO is worth it if you can find a good server though.
