refurbished computer, or cheap computing suggestion

I need to give a relative a working computer, theirs is very slow and it has propritary parts I think which makes upgrading seem costly.

I would like to spend less than 150$ on a refurbished machine for them, although if anyone has any other suggestions for computing in that price range it would be considered.

The machine is used mainly for very basic work, browsing the web and the occasional video. A dvd drive or some way to run dvds would be prefered.

Thanks for the help. What did you mean about my budget dropping? These are two unrelated machines.

Tiger Direct usually has a large selection of off-lease machines. These are computers that were essentially rented by a company and then sent back when they no longer needed them. The are checked, cleaned up, then offered for sale at super cheap prices. For $150, you should be able to get an old Core 2 Duo based machine.
