Pros:
Consistently available armed forces.
The majority of your population who meets the requirements will have either had training or will be in training at that point.
Lack of dependence on luck.

Cons:
Conscripts don't want to be in the military: they won't be the best soldiers.
Massive population decimation during wartime.
Much more expensive military, due to more constant and larger trained classes.

I've probably missed some, but these come to mind.

I agree, but some nations do have relatively high moral if they're constantly under threat or are taught to be able to die for the country, the idea of the country, etc. (N. Korea, Israel, Soviet Union).

The last thing I want to hear spoken in truth, regarding war, is that "There are no civilians.". There are ummm...ALOT of Chinese soldiers, are there not? This is the result of conscription. How that works with their culture is up to them, but think about the problem it creates when suddenly a BIG number of your population is 'acceptable targets'. One of the reasons many countries gang up on one little country is because of deplorable actions (Yes, even for wartime.) and DO something about 'em for going too far. When you give 'em fewer reasons to hold back, like the presence of less civilians and therefore no backlash for massacring same, you light up their lives because more than anything else, the bombers who go bombing want to feel justified in that bombing.

I'm not sure what the positive aspect of the draft or conscription is. I think it's just one of those double-edged swords of get-more/lose-more.
