Does anyone know of any good quality region free DVD players or at least any that can be made to be region free in the settings?

P.S. Are there any limitations/side effects with a region free DVD player compared to a normal one?

As far as I'm aware of most, if not all, DVD players on the market are region free.

I heard about that too but most cost a quite a bit and I don't want to buy something that might not have region settings.

I wouldn't that less than $40 is "quite a bit". Just make sure whatever you buy says that it supports multiple regions and you'll be fine.

Some DVD player that support multi-region is not expensive. Check here:http://www.ebay.com/bhp/region-free-dvd-player
Besides, according to some experienced people, you also can make the DVD region free and play them on your computer or other portable devices like a phone. Here is one tutorial for your reference: http://drm-assistant.com/dvdtips/rip-dvds-to-samsung-galaxy-series.html
Hope this helps.
