Reinstalling Steam questions

So I have a problem with Steam, it says: Left 4 Dead 2 Starting Download, but it never does and I can't stop it or make it actually download. It's basically stuck. I was thinking I could fix it by reinstalling steam.

So I uninstall Steam and then reinstall, would I have to reinstall all of my games again or no?

You can delete everything except steam.exe and your steamapps folder. Then just run steam.exe to reinstall.

I'm not sure if that'll fix your problem though, steam can be strange at times. You can also 'verify the integrity of local data' or something like that. Right click on L4D2 and choose that option.
