From my personal experience, Russians preffer to let higher-ups deal with problems rather than deal with them themselves (unless it's something higher-ups can't be arsed to do, like changing lightbulbs or cleaning floors in apartment buildings). But maybe it is so only in Moscow and St.-Petersburg.
