Request Old games

Since Bakward compatability on the PS3 and Xbox 360 is..a blantant lie. my ps3 can't play almost none of ps2 games and the 360 for some reason only plays Halo 2 and Kotor. but then i see some old games come to psn and xbox live. so how do i request old ps2 and xbox games to be put up for download off there respective networks
