i was reading the times yesterday and found this article:
http://www.timesonline.co.uk/tol/comment/leading_article/article6128608.ece
and was curious about what people think about residential caring as opposed to fostering.
for me, from all the knowledge of watchign the Tracy Beaker tv show, i believe that if you asked the child whether they want to be in a foster family or if they want to be in a house with a lot of other children, they would probably go for the second.
i think that residential care would provide a stability that would be much more beneficial to children, and you would have people who were actually qualified to look after them. they could have the older children teaching the younger ones how to cook etc, as a way of saving money. it would effectively change care homes from places children can't wait to leave, to places they will be sorry to leave when they go off to uni.
of course this would not work with really young children, but as really young children are adopted a lot more then the older ones, these could still be fostered, leaving couples unable to concieve still able to adopt.
i would be interested to hear the benefits of fostering, and what the american system is like, or any other opinions on the matter anyone else has.
