Ridiculously evil villains

The main villian in The Last Story, Zangurak, probaly counts. "Huh? What's that? The planet's slowly dying due to a Lovecraftian Horror trapped in the Earth? And to get it out and fix the Earth, all we need to do is have the Protagonist and his girlfriend go to a certain place and wish it away? FUCK THAT! Let's use the aformentioned Lovecraftian Horror to rape the Earth even FURTHER and slaughter all the humans who exiled us 1,000 years ago because we looked at them funny!

That's the general gist of it, anyway. The real story behind his motivations is a bit more complicated, but I don't feel like explaining the game's backstory today.

The Major from Hellsing. The guy's codifying moment is a five minute speech which is him talking about how much he loves war and he talks about it in a way that you get the impression that when he's not making grand gestures, he might be touching himself.

The Pentex corporation from the old World of Darkness.

Eh, it's kind of expected when you're basically just a front for the completely insane embodiment of universal entropy, who's trying to become powerful enough to destroy either reality or one of the other insane universal forces, whichever comes first. They're possibly "for the evulz," but only because FTE actions serve a legitimate end goal.

True, however they still remain one of the more cartoonish villains. What would Pentex do? Oh, just dump some toxic chemicals in the river or something. And go infect the souls of the innocents with the taint of the Wyrm. You know, the usual daily routine. The Wyrm has more of a goal but Pentex always stuck me as "the usual evil guys".

And the first editions of everything were on that side of being "evil". The Sabbat? oh they worship demons and just go kills stuff for the lulz - they just show up to snicker and twirl their moustache. Belial's Blood is a descendant of that. The Technocracy were sort of the same just a bit more secretive. But still, need bad guys - throw some guys with shades and the back suits who torture babies while sipping coffee.

I mean one of the missions is crashing a pop star's concert to club some baby seals, just so the world knows what an evil bastard you are. Another is stealing the Eiffel tower. And ripping an agent's teddy bear to shreds to get her off your case.

Seriously, that game should be named "Comic Book Villainy: The game"

I'd put forth the first edition Technocracy, myself. Before second edition fleshed them out, they were basically just MIBs on steroids who hated creativity and individuality.

Yoshitsugu's also worth a mention. Not because he's a ridiculously evil villain, but because he's trying to convince everyone (including himself) that he is.

No. Yoshitsugu is a complex character. He's not blatantly evil like Nobunaga. Remember the story path in which he sacrifices himself in the end. In fact, he does that on other story paths too. He's not evil, just disturbed and jealous.

That's what I was saying, basically. He plays up the simplistic villain part, loves cackling maniacally, and states that his goal is to bring misery and suffering on everything and everyone. His complexity results from how he's lying about that and doesn't even realize it himself until it's thrust in front of him. Doesn't change how much he loves behaving like a honey-tongued Snidely Whiplash.

If anything, I'd call Motonari the most evil person in the 'verse (other than pre-demon Nobunaga). Or at least the biggest bastard.

The Nihilist club from the Final Fantasy series. Kefka, Sephiroth, Ultimecia, Seymour. These 4 wanted Armageddon for no other reason than they hated the world.

I would have add the final villain from FF 13, but he seems more like a child who misses daddy. His Armageddon scenario is basically causing a giant tantrum to get daddy to pay attention to him.

Before the writers were aware he was popular, Deadpool was ridiculously evil. He used to be an unrepentant killer whose only motivation was his next pay check and would fight pretty much everyone if the pay was good. Since he became popular, they took some of that villainous edge from him.

Of course my favorite remorseless killer is Kratos. Sure he had a good reason for the first game and PSP prequels, but for 2 and 3 he was in full on vendetta mode and basically slaughtered anyone that got in his way.

 

[Mr. Omega]

-Bowser. There's no stated reason WHY he kidnaps Peach, but he really seems to be enjoying himself while he's doing so. Whether he's the comedic tantrum-thrower from the RPGs to the gigantic tyrant from the platformers, Bowser always seems to at least mildly enjoy himself.

-Bullseye. He kills for a big paycheck, or just for shits and giggles. Usually both. Other Marvel baddies want profit (Kingpin), conquest (Red Skull) or petty vengeance (Venom), and there are other baddies in Marvel who just do it for fun, but Bullseye is pretty much like Deadpool before writers decided to make him a good guy, minus the 4th wall jokes.

-Rob Lucci, and the rest of the CP9 to an extent, from One Piece. Every other villain was motivated by conquest (Crocodile), a delusional sense of justice (Akainu), a god complex (Eneru) or racism (Hody). Lucci is just a sadist, admitting he only works for the government so he could kill people legally.
