EDIT: For those that don't know, RNG stands for Random Number Generator. And they're used in just about every RPG ever.
I've always loved the customization aspect that a lot of good RPG's have. For example, KOTOR allowing you to wield any weapon, build up your stats/skills, and gain whatever force powers you see fit. But one thing I've always hated about RPG's is the luck aspect - how whether or not your attack will hit an enemy depends on a "to hit" chance, and how many points you put into Dexterity or something like that.
There are some RPG's that don't do this. And those games are awesome. Currently, I can only think of 2 that don't use random number generators that much. Grandia, and Paper Mario. The battles in Grandia are awesome because of the ability to strategically time attacks to work better in your favour. And Paper Mario's Action Commands make the game MUCH more fun that it would be without them.
So are there any RPG's that you know of that eschew luck in favour of strategy/skill? I don't mind having slight randomness (ie: a weapon does between ## and ## damage when it hits), but having the entire battle decided by randomness and how powerful the characters are takes the fun out of RPG's.
