AoE II has the absolute best map builder I've ever used.

Warcraft 3 and Starcraft immediately spring to mind.

I still play user map setting games on WarCraft 3 Frozen Throne.

Ah, Wintermaul 2, How I miss you.

Warcraft 3 has the best user made maps out of any game ever made, and always will.

Castle Fight is my favorite, also Elemental Towers.

Dunno about you, but i could only set stuff like how many planets and solar systems, and how far apart planets were... pretty sucky builder, unless i missed something?

Ok, the Timesplitters series was a console game with a map editor, but that's about it. Highly recommend it.

N game on the PC had a really nice map editor, and a good community for sharing your custom maps. Unlike N+ for the XBLA, you can have anything anywhere in as large quantities as you want (the limit being your processing power).
