I... am OK with this. I can't really see the Joker as a member of Suicide Squad, but more like the main antagonist of the movie, or him just appearing is the monkey wrench thrown in to the gears of the tightly-organized plan the Squad was sent in to execute anyway. Leto can do crazy and unhinged pretty good; I've seen him in Lord of War. I'll wait and see for more info.

The cartoony "neo communists" they fight in the comics will be too dated to do a movie on. Not to mention its too "light" for a DC movie based on being grimdark.
