Saints row 2, Graphics Issue? hardware issue? help plz!

ok so i bought saints row 2.
I have a Intel 2.53 Core 2 duo
4 gigs ddr2 ram
2 gigs turbo memory (just using as RAM)
and a Nvidia 9600GTM

I realize i cant run SR2 On max or anything so i have it set to Med.
(actually a little lower, cause i turned off all AA) (med is 4x)
and it runs fine...
kind of...
i'll be driving down the road reaping havoc pwning the hell out of everything i see.
things blowing up.
people fly in on and off screen and its fine.
however randomly it just lags.
by randomly i mean nothing special is going on.
in fact it'll lag with NOTHING going on beyond normal on screen.
i can have cars blowing up around me, people shooting and it'll run pretty much smoothly.
until little random bumps...
it gets very very annoying.
(it does the same thing on prototype)
(dumb sandbox games)
any idea's on why this may be happening?

Just like gta4 it bascially needs 3+ cores due to the console design; its also a worse port than gta4 (I can run gta4 on 30fps av on most things med + high textures and i have a just slightly better comp)

That said your CPU is the main cap now, especially with that clock speec. Core2's are very very good for overclocking and I think that if you have any decent cooler you can easily let it run on +-3ghz. I run my 3.0ghz at 3.3 and it gave me like 5-10 extra degrees.

hmm, thats saddening since i'm so broke i cant build a better computer :(

Dont suppose you have any sites or easy tuts for over clocking a CPU then do ya?
i've never done it and i'd kinda like to do it right seeings as like previously stated i'm 2 broke to build a new computer :p

Shitty port, it's why I skipped the deal on Steam. I think it's THQ, they just can't port to PC very well, their console/handheld titles are excellent, but their PC games need too much.
