1) This guy is a dick.

2) I understand that the credit card company might have to side with the company, but on the other hand, that Twitter post shows that he's at least charged back at $1000+ over the last few weeks. If the credit card gets some heat from Kickstarter or Amazon or anyone from this, they're gonna throw him under the bus pretty fast.

I don't get it, why are you giving "rewards" while there's still a chance that they can take their "money" out of your project? That just seems like nonsense to me. Although it might be cuz I just expect everyone to be shit until proven otherwise.

And this is why you only give rewards after the project is over.
Bank wont be albe to do stuff, if their costumer requests a chargeback, they chargeback. best they can do is give his data to LOCAL police institutions to check for possible fraud. Local police institutions being Malaysia, they arent likely to do much about scamming "rich americans".
So i doubt they are going to be able to do anything about it, unless politics get involved, which they wont.

"Encick" is a Malaysian honorific, roughly equivalent to Mister. Farhan, I don't know. But, people who actually speak Jawi seem kind of suspicious of that too. I'm not sure if it's a pun, or if it's just because the guy is literally giving his first name as "Mister".
