Personally I think 8 and X shouldn't even be on the list (with 7 being debatable as well depending on who you ask). Tactics definatly should be in the top 5.

umm....hmm...when you only have like 15 "real" FF games it's kind of hard not to include mediocrity in the list so I'll skip to #8
