That would be at the end of the Nemesis Quest, once you complete a Nemesis Lair puzzle, beat up Gorgolok the Infernal Seal, your Nemesis, survive four different assassins sent to kill you, visit the Secret Tropical Island Volcano Lair, kill a few dozen hellseals, make a hellseal disguise, kill more hellseals, beat Gorgolok again, complete a stepping-stone lava puzzle and beat Gorgolok twice more.
