It's simple really. All you have to do is kill five hundred enemies, including twenty hippies, Jarate three cloaked Spies simultaneously and kick a chair across the room. In a single life, in seven minutes. Oh, and you have to playing as Saxton Hale to get it.

I wrote that Saxton Hale Fact myself. =)
