Should I get into Warhammer 40K?

I'll start by saying that I have no experience with this kind of game. The closest thing to this kind of game I've ever played is Magic the Gathering. However, Magic is getting kind of annoying, in that I lose every game that I play, not because I'm bad at the game, but because I didn't spend $400 on my deck (which becomes worthless every six months or so as new cards come out).
I'm hoping that this won't be the case with Warhammer (is there a difference between Warhammer and Warhammer 40k?) since before a game you have to agree on the total amount of "points" you can have in your army, so it's more fair/balanced from the start, and the rest is strategy. Am I right that I don't have to spend ridiculous amounts of money on this? (I know I'll need to buy a lot of stuff to get started, but will I have to repeatedly spend more and more money like with MTG, or can I just build an army and be happy with it?)
Notes:
1. I'm not an extremely good painter, but I've never seriously tried. I'd probably be able to do it looking online for painting tips and things.
2. If anyone knows how to find people in my local area who play Warhammer 40k, I'd be GREATLY thankful. I've been looking online, and I can't find anything.
3. I want to emphasize that I've never played this kind of game before, but I'm a pretty smart guy, and I'm confident that I can figure it out.

Any information regarding any of this would be highly appreciated.
