Do I think it should be mandatory? No. In the United States we're already as a whole willing to give up far too many of our personal freedoms without adding yet another to the pile.
If people want to donate and save some lives, let them. If people think it's icky, or don't want to contribute to overpopulation, or don't want their livers going to alcoholics or whatever... don't force them to do it.
Because really... at the end of the day... organ donation is not really any different from any other kind of donation. If there's a particularly bad natural disaster would you want the government to make it mandatory that you contribute money or supplies for the relief efforts? Donations should always be voluntary.
Do right for the right reasons. Not because someone forced you to do it.
