They are always equal as long as they were both purchased legally. If it is within their power to keep others from having fun, then we should be equipped with proper weapons to make sure they don't get to have fun either. Online games do not exist as a singular experience that can be permanently damaged by a bad participant. Why is permanently damaging their experience a fair response?
