This is an RP inspired mainly by Black Lagoon and not Sin City, even if I like that name. It's set in a future Roanapur and the church of violence is still around, but I'll only be accepting and using original characters.

Introduction
The year is 2017. In southern Thailand lies a haven for organized crime, a place called Roanapur. It's a beautiful harbor city with beaches, streets lit up by neon and night clubs that should attract tourists. The skyscrapers offer a magnificent view of the ocean. Beneath its surface a different story is told, one of gangsters and violence. There's a constant power struggle going on between the gangs in the city, that affects the citizens regularly and the police has a hard time to prevent it. The few times they do cooperate it's because an outsider has become a nuisance. The law means little and the three larger gangs rule their separate territories. It has a very high crime rate and the rest of the world turns a blind eye to it. It is a home to vice and a city of sin.

Name: Kuroda Heikichi
Age: 41
Gender: Male
Appearance: He's 180cm tall, with brown hair, brown eyes and a face that usually looks stern. His body is bulky and muscular. The others on the force likes to joke about how he's lost the ability to smile, which is usually met with a stone cold gaze. He always wears a bullet proof vest and two guns, but changes his attire to fit the weather in Roanapur, which means light clothing for the sunny days and a coat for the monsoon period.
Personality: A strict man, who looks up to his father as a role model and became a cop because of him. He's tough to those who break the law and would let close to nothing stop him from pursuing them. On the other hand, he would treat a law abiding citizen with respect and fairness. He's a great marksman with handguns, but hasn't had more than basic training with rifles and similar weapons. As he's seen a lot of horrible acts during his life in Roanapur, it slowly got to him and changed his outlook on life and humans for the worse.
Background: He was born in Japan, as the only child to his father and mother. His mother died when he was young and his father was a strict man, who almost always expected more of his son than the boy could live up to. The few times he did live up to his father's high expectations were times of joy. He kept them in mind whenever he tried to achieve something and it made him push himself harder. His father was a policeman, who did his part for the community. Kuroda followed in his father's footsteps and wanted to do his best to improve the world. He eventually became a member of the SAT, after extensive training and worked with them for years.
He wasn't one to keep up with news as he thought they were rather depressing, but one day word spread about how a police general in southern Thailand had been executed and a video of his execution had been posted online. Kuroda watched the video, which took place in a city called Roanapur. The executioner was a large muscular man and the point of the video, was to send a message that this was his town and the law didn't mean anything if it got in his way. Kuroda was both appalled and intrigued by the video, but decided to go to Roanapur three months later when nothing new had been reported from the city.
He arrived by boat on a hot and sunny day. The city was beautiful, where it was located on the coast in a tropic paradise, but gunshots could be heard as soon as he put his feet on the dock. It didn't get better from there on. A young girl pickpocketed him and ran off with most of his money. The people made the city rotten to the core. Kuroda asked some questions about the police in the city and got some strange looks, but it did seem like no one wanted the position as the new police general.
He thought about returning to Japan, but felt that he could do more good where he now found himself. It was a struggle from day one, even if he got the job, but the police started to respect him with time and the gangs hated him.
Some years later he's killed the leader of the barracuda in a shootout and improved the standing of the police force in the city, but not by much. The barracuda have a new leader, the daughter of their dead leader. She's not fond of Kuroda.

Name: Rebecca Dietrich
Age: 32
Gender: Female
Appearance: She's 170cm tall, has long black hair and green eyes. Her body is slender, athletic and has three tattoos, but she covers them up with clothes. She has the eyes of a killer and carries a katana with her everywhere. Her clothing is casual, except for special occasions.
Personality: A good leader that instills fear in her enemies and respect in her allies. Her father's way of teaching has given her an iron will, but also made her kind of simple minded. She's an excellent swordswoman, who rarely uses anything else as weapon. She's addicted to cigarettes, as she's been smoking since she was in her late teens. Jaded, but loves her family very much either way.
Background: Her father was of German origin and her mother was born in Thailand. She grew up with two older brothers and was at first not intended to take over after her father, as the leader of his criminal organization. However, as both of her brothers died before their father, this changed.
She was taught a lot by her father, about how he ran the barracudas and what mattered in life, to a point where she could be considered brainwashed. One of her older brothers had committed suicide, because of the father's training. The other had died under mysterious circumstances. Rebecca was often told that her brothers were weaklings for succumbing to death, until she believed it.
Her father never showed her any kindness and her mother was too busy throwing parties to notice her. She cared about her daughter, but the excessive drinking clouded her mind. Rebecca grew up to become a jaded woman. She learnt how to use a gun, but favored a sword because it felt more personal when killing.
She got more responsibility within the organization as she grew older. When her father was killed she naturally took over, without much complaining from anyone. They had been prepared for her take over one day, but had hoped it wouldn't be so soon.
Her mother was still alive and didn't exactly approve of her daughter taking over after the father, but as she wanted to continue living a life of luxury she never really voiced those thoughts.
Rebecca actually found love at the age of 26, which came unexpected, but the two women were not that different from each other and even had a son after two years. He was conceived with the help of artificial insemination, but had genes from Rebecca as well. She couldn't be pregnant, as she had an organization to lead.

<spoiler=The Barracuda>The barracuda is the biggest family in Roanapur and has got a hand in a lot of the illegal activities that happens in the city. The members tend to be people who've lived in Roanapur most of their life, if not all of it. They prefer to recruit the young over foreigners, but have a fair deal of Germans nonetheless. A lot of the younger members have started carrying swords, inspired by their leader. They usually wear a piece of blue clothing, but it's more because of pride than necessity. Their headquarters is a nightclub called the paradise reef located in the downtown district.
<spoiler=The Triad>The triad is the second largest group in town and they engage in a variety of crimes, such as money laundering, trafficking and counterfeiting goods. The members often know some form of martial arts, where the most used one would be gun fu, as going up against the other inhabitants of Roanapur without a firearm isn't considered a good idea. They mostly keep to buildings in West end when performing their businesses.
<spoiler=Cosa Nostra>Cosa nostra, has a family in the city. The family's name is Testarossa and resembles any typical Italian mafia family, with a similar organizational structure and code of conduct. It's a modern mafia family, who has a nostalgic view on the past, which might be because of old gangster movies. Their main income comes from protection racketeering and they don't always protect the business they're extorting, but if a third party were to seriously threaten someone under their protection they would step in. They avoid drugs altogether and is the third largest organization.
<spoiler=The church of violence>The church of violence is one of the smaller groups, who use a catholic church as their front, but they're noteworthy because of their business in illegal imports. They mainly sell weapons of a wide variety and if you've got the cash you could probably buy anything from them, but they're not cheap. The members are mostly women, who dress as nuns to keep up the charade. Most of them don't usually fight, even if there are exceptions, but they've got great connections across the city and internationally.
<spoiler=The police>Roanapur's finest, the police, which Kuroda is the head of. They're a random assortment of cops, mercenaries and ex-soldiers who's decided to fight in the name of law and justice. They have access to heavy weaponry and body armor, as they have to deal with a very high crime rate. Not all of them are honest cops and corruption is unfortunately common. They've killed more people in self-defense, than they've incarcerated. Their headquarters is an old prison at the outskirt of town.

Downtown, is the central district of Roanapur and mostly consists of night clubs, bars and stores. The barracuda has claimed this as their territory and the paradise reef is located here. The residents have to live on top of clubs and complaints about the music being too loud aren't rare. If the music wasn't enough to disturb the peace, then the street races which are held during some nights by members of the barracuda surely will. It's cheap to live at least, with a unique atmosphere.
Old town, is as the name suggests, the oldest part of town. It does not have many old buildings though, instead there are skyscrapers with apartments for the wealthy or locales for companies, who prefers to not have the law interfere in their business. Testarossa owns one of the oldest buildings, a hotel, which they've turned into a gentlemen's club. It's named Bada bing.
The central train station is located in Old town and has a monorail, which is the fastest way to leave Roanapur.
The projects, is the poor side of the city. It's a slum with rundown apartments and houses. There are a few industrial buildings and the church of violence is located here.
The docks, is a collection of wharfs and warehouses. The more independent individuals tend to stay here, such as bounty hunters and mercenaries, since no group could claim the docks for themselves without causing a fight. Smugglers and delivery companies can be found at the docks as well.
West end is the commercial district that's next to the beach, with some restaurants and parks. It has a hotel for tourists, but tourism isn't exactly big in Roanapur, even if there is some every year. The triad owns this territory and uses warehouses or deserted buildings as their own.
A jungle surrounds Roanapur and an abandoned prison, on the border between jungle and city, is used by the police as their headquarters.

Rules of the RP.
- The GM is god. Fighting me over something isn't going to get you anywhere. I'm willing to listen to ideas though.
- No godmodding, controlling someone else's character or mary sue's.
- No one liner posts. I want to see quality posts, of medium length. I know it might be hard to do that all the time, but you should at least try too.
- Romance is allowed, but no explicit sexual content. Take it to PMs.
- Player knowledge and character knowledge are two different things. You might know something that happened or is going to happen, but that doesn't neccessarily mean your character does.
- No quoting others when the RP starts. It clutters the thread.
- I'd like to see a variety of characters that has both strengths and flaws.
