Skyrim Question (reverse pickpocketing)

So. I just got the perfect touch perk in Skyrim, and it's pretty awesome. 'Cept I do have one problem with it. The first thing I did when I got it, as a weird sort of celebration, was sneak around riften stripping everyone I could of al their armor and weapons.

Then I asked my girlfriend to try Skyrim, and loaded a file displaying naught but Riften's sudden nakedness. I tried reverse-pickpocketing clothes and armor onto all the NPCs in town, but even after leaving town for a while they remain in the buff.

has anyone figured out how to get normal NPCs (non-companions) to wear things via reverse pickpocketing?

I don't know if they can. Like...on one of my characters, when I saw a Stormcloak getting led away be Imperial soldiers, I would kill the soldiers, steal their gear, then free the Stormcloak and give him the equipment. He would then proceed to run off and try to engage a Bear in hand to hand combat despite having a perfectly serviceable sword, shield, and set of armor...

Lolll! I did this , but it wasn't a bear but a giant spider . I lol'd
