Stormcloaks are not "against" non-humans. They are against the Empire. Theres a big difference. The Dark Elves in Windhelm were invited there by Ulfric ffs. And the only reason they suck so much is because they are stubbornly prideful, wich is typical of dunmer. If an ALTMER FEMALE can own a shop and be successful in Windhelm, the only thing holding the Dunmer back is themselves. Drunks shouting at them during the night are not the representatives of the Stormcloaks. They are drunk poor twats taking out their own self-loathing against different people.
Have you listened to the Dark Elves in Windhelm? One of them states that the Grey Quarter only really became as bad as the game portrays once Ulfric took over. It's never stated that Ulfric invited the Dark Elves, one of them states that they migrated there once Red Mountain blew, and it was the closest city.
The lone Altmer female owns a stand, and she states that they don't exactly treat her nicely but not as badly as the dark elves.
You also note that the drunks shouting at them at night ARE the representatives of the people. They are migrated to one part of the city, people are constantly ripping them off, one of them states that if your any race other then a Nord no one likes you etc. The Stormcloaks are entirely about Nord superiority to the other races and are very likely to turn Skyrim into a zenophobic closed off country if they took over. That is before the Empire would go to war with them.
I mean I stress even an Argonian on the docks asks the player to persuade a man to pay them a fair wage, and he doesn't want to because he wants to pay Nord Workers and not Argonians.
Also to your point that the Stormcloaks are against the Empire. That is the short term goal for them. The long term goal of the Stormcloaks is returning Skyrim to how it was before the Empire took over. Which was a country that did not really have any other races in it, and was prone to attempting to conquer other countries. Tiber Septim being one of those Nords that actually succeeded. The other half of what they want to do is have Talos be worshippable again. Which will anger the Thalmor into going to war with them. Which is described ingame as their plan from the beginning, letting the Stormcloak rebellion win so they can take Skyrim and make the Empire weaker.
